Special Needs Project Evaluation Request for Qualifications (RFQ) 

The intent of this RFQ is to select an independent evaluation consultant for the First 5 Monterey County (F5MC) Special Needs Project. Evaluators who are interested in this project must submit qualifications following the requirements of this RFQ.

Request for Proposals (RFP) to hire one or more consultants to support the development and implementation of strategies for Access to Quality, Affordable Early Care and Education of Choice. 

This RFP has three distinct Outcomes. Applicants may apply for all or any combination of the three outcomes.  Each outcome component will be evaluated separately.

 

Outcome 1:      Develop and facilitate a process for selection and implementation of future F5MC funding projects that will support access to quality early learning and workforce development for Monterey County, including extension, modification or expansion of the currently funded Comprehensive Approaches to Raising Educational Standards (C.A.R.E.S.) Project.

Outcome 2:      Develop and facilitate a process for extension, modification and/or expansion of the currently funded Special Needs Demonstration Project (SNP).

Outcome 3:      Develop a proposal for a countywide strategic planning process that would create cohesive priorities and strategies for access to affordable, quality care for children ages 0 – 5 years in the context of political, fiscal and systemic opportunities. This comprehensive approach is called Early Learning and Care for All (ELCA).
